Internet Use Policy

 



As part of its commitment to provide all residents with authoritative and timely information to support daily living, occupational interests, educational pursuits and intellectual curiosity and in response to advances in technology, the Hagaman Memorial Library offers Internet access.

The Library does not monitor, control or provide barriers to the Internet and cannot be held responsible for its content. Some Internet sites may contain inaccurate, outdated, controversial or offensive material. Hagaman Memorial Library has adopted and supports the principles found in the Library Bill of Rights and its interpretation: Access to Electronic Information, Services, and Networks. Internet users at the Hagaman Memorial Library are advised to be good information consumers, questioning the validity of the information they find. Library staff is available with resources to help Internet users find suitable information.

As with all library materials, restriction of a child's access to the Internet is the responsibility of the parents or legal guardians. The library staff cannot and does not act in loco parentis.  Parents or guardians are required to consent to their children's use of the Internet, in writing, prior to use. Students (age 14 to 17) may use the computers in the Adult Department. 
Children under 10 must be accompanied by a parent and use the computer in the Children's Department.


It is not acceptable to use the Internet for any purposes which violate U.S. or state laws to transmit threatening, obscene or harassing materials, or interfere with or disrupt network users, services or equipment.


Users may not install nor download software programs onto the Library computer's hard drive. Users shall not attempt to violate the computer security systems or attempt to access the hard drive, other files, networks or computer systems of the Library. Illegal activities or activities intended to disrupt network services or equipment are prohibited. Illegal acts involving Library computing resources may be subject to prosecution by local, state or federal authorities.


The Library's Internet workstations are in public areas and are shared by patrons of all ages. All patrons are asked to refrain from accessing potentially offensive information or images.Internet privileges will be suspended if, in the opinion of the Library Director, use and/or behavior at the Internet workstations is not in accordance with this policy.

                                Internet Access Procedures and Guidelines

1. Use of Internet workstations is on a walk-in basis only. 
2. First time users must read the Internet Use Policy and sign agreement.
3. All Internet users must present their public library card valid for use at the Hagaman Memorial Library.  Users may not have fines exceeding $5.00. Card is held at the desk while user is on computer.
4. All users must have basic computer skills, including the ability to use a mouse. Patrons needing help finding information should consult the reference librarian.
5. Access to the Internet is limited to 1 one-half hour session per day, including time required to print.  However, the patron may continue to use the Internet past the time limit, provided there are no other patrons waiting to use the computer. 
6. There may be a maximum of two people at a workstation at one time
7. Patrons may not access the Internet on specific use computers (e.g. ICONN.org or GEOWEB) without express permission from staff.
8. Users may not download files or copy personal software, CD-ROMs or files.
9. Users will immediately notify a Library staff member when they encounter any computer malfunction.
10. Internet users will be charged $.10 per page for printing.
11. Misuse or abuse of the computer or Internet access, including but not limited to viewing pornography, will result in the suspension of Internet privileges.

                                                        Parental Consent

I give the Hagaman Memorial Library permission to allow my child to access and use Internet-linked electronic information resources at the Library. I have read the Hagaman Memorial Library Internet Use Policy and have explained and discussed their importance with my child.


I understand, and I have explained to my child, that he or she may lose his or her privileges to use the Library's resources if he or she does not follow the Library's Policy.  I understand that I may be held liable for costs incurred by my child's deliberate misuse of electronic information resources or of the Library's electronic equipment or software programs.


I understand that the Hagaman Memorial Library has no control over the content of the information available on the Internet.  I also understand that the Library does not censor any patron's (including a minor's) access to materials or protect minors from information which may be considered to be offensive, controversial, or sexually explicit.  I also understand that my child may access material which I might consider to be offensive, controversial, or sexually explicit.


I will not hold the Hagaman Memorial Library liable for materials my child obtains from these electronic information resources.
